A JSaRC (Joint Security and Resilience Centre) Partnership Briefing is planned for 18th October at Central Hall Westminster where senior government officials and industry will come together and present on the proposed JSaRC model, give an insight into emerging collaborations and provide information as to how government and industry can contribute and benefit from JSaRC.

This event is intended for the whole security sector, including academia and it promises to be a useful opportunity to network with representatives from a number of Government departments (including their funding arms) and industry.

Its value has been stressed by the Partnership’s External Champion, Dr Tristram Riley-Smith, who explained that “PaCCS has been monitoring the emergence of JSaRC, including its earlier manifestation as the Security Innovation and Demonstration Centre: it is recognised that the UK’s research-base can make a difference here; critically, the world-leading scientists and engineers in British universities can generate innovative solutions.”

Background

The Home Office has committed £11m over the next 4 years to establish the Joint Security and Resilience Centre (JSaRC). JSaRC will provide a flexible capability where HMG and the security sector (industry and academia) can work in partnership to respond to both urgent and longer term threats to UK national security and can seize opportunities to support the growth of the security sector.

JSaRC will act as the front door for the security sector to access the complex security machinery of Government. It will be Government’s primary means of coordinating industry support, refining requirements, understanding the industry offer and sharing strategic priorities.

JSaRC’s Main Objectives:

1. Deliver a joint response to the UK’s national security challenges
2. Drive the delivery of the right solutions
3. Support the growth of the security sector

JSaRC is being established by Jane Cannon, Director of Security Industry Engagement OSCT and her team who are currently engaging with the security industry and government to understand their priorities and raise awareness ahead of its launch. JSaRC will have a cross-Government reach and will work closely with Department of International Trade, Department for Transport, the Foreign and Commonwealth Office, Cabinet Office and across the Police, Border Force and other law enforcement and security agencies. The Centre will incorporate the work programme of the Security Innovation and Demonstration Centre (SIDC).

JSaRC will:

  • Work with government business units to identify and frame their requirements in order to get the most useful response from industry
  • Provide continuous engagement enabling government and industry to be jointly aware of emerging threats and evolving capabilities capable of countering them
  • Support the work of OSCT to build security capability overseas to reduce threats to the UK and generate opportunities for UK companies
  • Bring together industry with end users so that there is a clear understanding of how newly-developed solutions will have to integrate
  • Drive innovation in the security industry by accelerating the development of high potential solutions
